Israel is currently seeking approval from the United States to relocate Palestinians from the Gaza Strip, as stated by Defence Minister Israel Katz on Wednesday. This initiative, labeled as “voluntary emigration,” has sparked controversy and condemnation for its perceived forced displacement and ethnic cleansing implications. Despite the readiness of Israel to facilitate the relocation through various means, Palestinians in Gaza have largely opposed the idea, fearing coercion.
According to reports from Yedioth Ahronoth, Israeli National Security Minister Itamar Ben-Gvir, a leader of the far-right Jewish Power party, is set to announce the plan known as “Disengagement 710,” which outlines a gradual removal of Palestinians over a seven-year period. Katz emphasized the necessity of finding host countries for the relocated Palestinians, stressing that a lasting solution for Gaza hinges on this migration.
Katz highlighted the preparedness of the Israeli government to carry out the relocation using all available means, such as sea or air transport. This proposal comes in the wake of the 2023 Hamas-led attacks on Israel, resulting in significant casualties and subsequent retaliatory actions by Israel that devastated Gaza, leaving thousands dead and the region in ruins.
Despite previous controversial statements by U.S. President Donald Trump regarding potential displacement and territorial ownership in Gaza, recent peace plans have not mandated the displacement of Palestinians. The 20-point peace plan agreed upon in 2025 between Israel and Hamas did not include provisions for displacement, emphasizing phased Israeli withdrawal instead. Israeli Prime Minister Benjamin Netanyahu has rejected subsequent peace plans calling for a full Hamas disarmament before Israeli forces withdraw.
Criticism has arisen from various quarters, with United Nations experts deeming forced relocation of Palestinians as a violation of international law. Concerns over ethnic cleansing and displacement in Gaza and the West Bank have been raised by the UN Office of the High Commissioner, citing reported attacks and transfers aimed at permanent Palestinian displacement in occupied territories.
The living conditions in Gaza continue to deteriorate, prompting some residents to express exhaustion and a desire to leave the conflict-ridden region. Despite the ongoing challenges, many Palestinians remain steadfast in their determination to stay in their homeland, rejecting the idea of migration or displacement. Hamas, while dissolving its civilian governing body, maintains its stance on disarmament pending a full Israeli withdrawal from Gaza.
In response to Katz’s recent statements, Democratic U.S. Senator Chris Van Hollen condemned the relocation plan, echoing concerns over potential ethnic cleansing efforts. Calls to end complicity in any forced displacement initiatives have been voiced in light of the contentious proposal.
