After Russia’s invasion of Ukraine in February 2022, the then-Ukrainian vice-prime minister, Mykhailo Fedorov, reached out to Elon Musk on Twitter to request activation of SpaceX’s Starlink satellites for Ukraine’s use. Musk quickly responded, announcing the activation of Starlink service in Ukraine with more terminals on the way.
Since then, both Starlink and the military-grade Starshield have played crucial roles in Ukraine’s defense against Russia. Initially, Musk appeared to comply with a request from Fedorov to block Russia’s access to Starlink. However, Ukrainian officials recently reported a temporary loss of military access to the system.
By Thursday, Reuters stated that the satellite internet functionality of Starshield had been restored, citing a source in Ukraine’s Defence Ministry. Musk clarified that any restrictions on Starshield usage would be directed by the U.S. government and military, emphasizing the system’s limitations for civilian or defensive activities only.
While the reasons behind the imposed restrictions remain unclear, the impact on Ukraine’s military operations could be significant. Starlink has been pivotal for communication, drone missions, air defense systems, and logistics in Ukraine. Despite the setback, experts believe that Ukraine’s innovative nature and potential alternative solutions could mitigate the effects of the restrictions.
The recent disruption in Starlink services, including speed limitations on military-grade terminals, has affected operations such as drone movements and strikes on Russian targets within Ukraine. This could hamper Ukraine’s military efforts, particularly in terms of operational communications and drone usage.
Despite the challenges posed by the restrictions, experts suggest that Ukraine, along with its allies, could develop workaround solutions to mitigate the severity of the situation in the coming months. However, a prolonged or complete inability to access Starlink could significantly impede Ukraine’s military capabilities, making future counteroffensives or long-term resistance more challenging.
