In a poignant recollection, Father Rodney Clark reflects on the bureaucratic challenges that ensued after a homeless woman opted for medical assistance in dying at a Joliette hospital due to advanced cancer. Lacking relatives or financial means, her body was left unclaimed, prompting Clark to seek a donor to cover the costs for transport and cremation. Despite his efforts, the hospital’s strict timeline led to her swift cremation and burial in a communal grave within 24 hours of her passing, a fate shared by many unclaimed individuals in Quebec annually.

The surge in unclaimed bodies has surged significantly, with the number doubling from 448 in 2020 to 992 in the past year, as reported by Santé Québec. Notably, the coroner’s office handles approximately 135 cases yearly involving unexplained or violent deaths. Funeral homes, like Magnus Poirier, have witnessed a 200% increase in such cases over the past five years, reflecting a broader trend across regions like Montreal, Laurentians, and Lanaudière.

Financial constraints, social isolation, and estrangement are key factors contributing to unclaimed bodies, according to experts like Isabelle Perreault and Mélanie Poirier. The stagnant death benefit of $2,500 under the Quebec Pension Plan for nearly three decades falls short of covering funeral expenses, deterring some from claiming bodies due to perceived legal responsibilities. Seniors’ advocacy groups have called for an increase in the death benefit to $5,000 to ensure dignified funerals for all citizens, resonating with the challenges faced by socially isolated seniors supported by organizations like Les Petits Frères.

While provincial officials cite financial constraints and prioritize other changes over increasing the death benefit, there’s a growing call for policy reform to address the societal issue of unclaimed bodies. As Quebec gears up for the upcoming general election, the Liberal Party has expressed openness to revisiting the death benefit amount, emphasizing the need for enhanced collaboration among stakeholders to prevent individuals from being left unclaimed.
