Renowned figure Preston Manning is stepping into the spotlight in anticipation of Alberta’s upcoming fall referendum by headlining a public forum that aims to address Western Canada’s historical grievances with Ottawa. The virtual sessions, scheduled for September 19 and 20, will be co-chaired by Manning, the former leader of the Reform Party, and former B.C. premier Gordon Campbell.

The forum coincides with Alberta Premier Danielle Smith’s plan to present 10 questions to voters on October 19, which includes inquiring whether residents prefer the province to remain in Canada or initiate a second binding referendum on separation.

Manning emphasized that the purpose of the events is to provide educational value and engage voters, steering clear of partisan disputes that often overshadow public gatherings. He stressed the importance of voter participation in this significant referendum, regardless of differing opinions.

Distinguishing this initiative from previous advisory panels like the Alberta Next panel and the Fair Deal panel, Manning highlighted the intention for a broader discussion encompassing diverse perspectives rather than being confined to partisan divides.

The forum aims to extend its reach beyond Alberta, planning a subsequent session in October to formulate recommendations following the referendum. These proposals will later be shared with policymakers across Western Canada, as concerns regarding the federal government’s role are not exclusive to Alberta but are shared by other provinces.

Manning underscored that the assembly is designed as a non-partisan democratic exercise, aiming to showcase a collaborative decision-making process distinct from the divisive atmosphere often witnessed in legislative bodies. The objective is to rekindle faith in democratic institutions, especially among younger generations who may be disillusioned with the current political landscape.

Additionally, the forum intends to shed light on Smith’s remaining nine ballot questions, covering a range of issues from social services for immigrants to constitutional negotiations on Senate abolition and provincial powers in appointing superior court judges. Smith has portrayed these proposals as a means to address Alberta’s grievances with Ottawa while reiterating her commitment to Alberta’s continued presence within Canada.

Manning suggested that a positive vote for these proposals could embolden provinces to assert themselves on matters of shared federal-provincial jurisdiction, notably in the realm of immigration policies.
