The Montreal police service has unveiled a comprehensive plan to revamp its institutional culture, responding to allegations of racial profiling by officers in the city’s north. This initiative involves immediate disciplinary measures along with long-term oversight, focusing on transparent communication and shared accountability with local residents. Chief Fady Dagher made the announcement at a public meeting with the city’s public security commission, attended by numerous residents seeking explanations and change. The allegations of racial profiling by a group of officers in Montréal-Nord emerged in June, leading to an investigation into 16 officers at Station 39 for alleged racist behavior toward Black and Arab individuals during police stops. Consequently, the 16-member patrol was disbanded following reports from the officers’ colleagues. Dagher mentioned that three officers have been suspended to date, emphasizing ongoing investigations and a commitment to encourage both internal and external whistleblowing to address misconduct.

The SPVM authorities highlighted a collaborative approach with local stakeholders and community groups for future policy changes. Dagher acknowledged the challenging and prolonged nature of effecting change, addressing a large audience with numerous queries and concerns. The decision to disband the unit was clarified as not indicting all 16 officers, with the internal investigation continuing. A new team has been deployed to the community following the dismantling of the unit, as mentioned by Cedric Couture, the deputy director of Montreal police responsible for neighborhood policing. The allegations have reignited existing worries about racism and racial profiling in Montréal-Nord, prompting residents to demand transparency and updates on the investigation.

Advocates like Joel DeBellefeuille and Jennifer Sidney expressed frustrations with the persistent issues of racial profiling and fear of the police within the community. Dagher reassured the public of concrete actions being taken to address the concerns, mentioning criminal investigations and suspensions. During the meeting, questions about systemic racism and racial dynamics were raised, with Dagher emphasizing equality and ongoing efforts to improve the situation. Anick Cantin, a prosecutor’s spokesperson, mentioned that no criminal proceedings have been initiated against the officers involved, with Dagher affirming cooperation with Quebec’s Director of Criminal and Penal Prosecutions to tackle racial profiling and discrimination progressively.
