“Birla Carbon Under Investigation for Soot Pollution in Hamilton”

Emissions originating from Birla Carbon’s manufacturing operations were identified as a primary contributor to the soot accumulation in Hamilton neighborhoods last month, as confirmed by Ontario’s Ministry of the Environment, Conservation and Parks (MECP).

The recurring issue of black dust settling over residential areas in Hamilton, particularly in proximity to the eastern industrial zone, has been a longstanding concern spanning decades. However, residents and local officials noted that the soot deposition in early July was notably heavier and affected regions not typically impacted by such occurrences.

The severity of the sooty fallout, which coated residences and affected pets and children, prompted numerous residents to urge elected officials to address the situation. Consequently, ministry spokesperson Lindsay Davidson informed CBC Hamilton on Tuesday evening that Birla had been referred for a formal investigation by the ministry’s environmental investigations and enforcement branch for potential violations of Ontario’s environmental regulations.

Birla Carbon stated that it is fully cooperating with the ministry’s inquiries. When questioned about the potential causes and substances emitted during the emissions event, spokesperson Roysten Dmello refrained from commenting on specifics, stating that the company had not received any communication or reports from MECP regarding the findings.

The company’s sole Canadian facility, located on Parkdale Avenue N., specializes in the production of carbon black and operates in 14 countries. Carbon black is a finely powdered material utilized in the manufacturing of various products, including rubber and plastic.

Hamilton Public Health received and is reviewing the government’s analysis and sampling results, according to Davidson. The ministry intends to enforce measures that will compel Birla Carbon to prevent similar incidents in the future.

Public health officials are currently evaluating the ministry’s findings and seeking input from toxicological experts to assess any potential health implications associated with the incident. Dr. Bart Harvey, Hamilton’s associate medical officer of health, indicated that a public statement concerning their assessment, including identified health impacts, will be released shortly.

Although the specific contents of the July emissions linked to Birla Carbon have not been disclosed, a proposed government standard for the carbon black industry in Ontario highlights the significant emission of sulphur dioxide from such facilities, particularly in areas like Sarnia and Hamilton. Short-term exposure to sulphur dioxide is known to cause respiratory issues and potentially impact cardiovascular health, leading to hospitalizations or, in severe cases, premature mortality.

Councillor Tom Jackson expressed receiving numerous complaints from residents in Ward 6 regarding soot deposition, with many suspecting Birla Carbon as the source. He called for company representatives to engage with affected residents, emphasizing the need for substantial fines and proposing that any penalties imposed on the company be directed back to residents to cover cleaning expenses.

Jackson stressed the importance of corporate accountability, especially in industries like manufacturing, which have a significant economic presence in Hamilton. He urged businesses to take greater responsibility in preventing future instances of environmental pollution to safeguard the community’s well-being.
