A parliamentary committee in the House of Commons has agreed to investigate the security screening procedures in Canada following the arrest of a Canadian NATO intern by Belgian authorities on espionage charges.
The decision was made after the Conservatives and Bloc Québécois requested an emergency committee meeting to look into the spying allegations against the intern. During a meeting of the public safety and national security committee on Monday, members from various political parties agreed to prioritize three sessions to delve into the issue when Parliament reconvenes in September.
The committee plans to summon Public Safety Minister Gary Anandasangaree as a witness and may call upon other relevant individuals to testify. Subsequently, the committee will present its findings and recommendations to the House.
While the Belgian courts have not officially disclosed the defendant’s name in the ongoing criminal investigation, a CBC News probe revealed that the accused individual is Biwei Zhang, a systems engineer with an economics background who was interning at NATO’s Supreme Headquarters Allied Powers Europe (SHAPE) in Mons, Belgium.
The investigation unveiled that Biwei Zhang is the legal name of the suspect, who professionally goes by Claire Zhang and uses the name Catina Zhang on her Facebook profile. Belgian authorities suspect Zhang of espionage for a foreign nation and allege her involvement in a criminal group.
The security clearance for the NATO internship acquired by Zhang necessitated a thorough background check. Canadian authorities, particularly the RCMP and CSIS, would have been responsible for conducting this process as she is a Canadian citizen.
Following the arrest of the alleged spy by Belgian officials, Canada’s public safety minister pledged to thoroughly investigate the matter, emphasizing the severity of the charges. Prime Minister Mark Carney mentioned that Canadian officials have been engaged in the case since its inception.
CBC News discovered that the former NATO intern had previously held positions within various Canadian government departments. According to her resume, Zhang had worked as an economist at Statistics Canada and as a systems engineer at the Canadian Space Agency. In a separate incident in 2023, Zhang was found to have engaged in fraudulent activities during an application process with the Canada Border Services Agency.
Zhang’s professional history includes roles at the World Trade Organization in Geneva, the European Space Agency in Italy, and recent graduation from the University of Ottawa with a master’s degree in computer science specializing in artificial intelligence. Prior to her arrest on espionage and criminal organization charges, authorities conducted searches at her residence and workplace at SHAPE in Belgium.
