Sunshine Oilsands Limited has lost control of its key thermal oilsands project in northern Alberta due to severe infrastructure issues, including warped boilers, leaking steam valves, fractured gas lines, and deteriorating pipelines with undetected leaks. The Alberta Energy Regulator (AER) upheld sanctions ordering the Calgary-based company to shut down and permanently decommission its West Ells project following repeated failures to meet regulatory and environmental obligations. The AER suspended operations two years ago and the subsequent appeal commissioners expressed doubts about Sunshine Oilsands’ ability to rectify the situation, citing risks to the public and the environment. Despite Sunshine’s plea to reinstate operations to address financial challenges, the panel dismissed their recovery plans as unrealistic and emphasized that financial difficulties do not exempt operators from environmental responsibilities.
The history of regulatory violations at the West Ells project dates back to its operational inception in 2017, with numerous safety and compliance failures documented. The AER found multiple environmental monitoring breaches, steam leaks, unpurged gas lines, and other hazardous conditions on-site. Sunshine’s financial troubles further complicated the situation, with unpaid workers, outstanding taxes, and operational contingencies adding to the mounting debts required for project rehabilitation. The AER’s compliance branch recommended rejecting Sunshine’s appeal, emphasizing the company’s inability to fulfill regulatory requirements.
Sunshine’s assets now reside under the custody of the Orphan Well Association (OWA), with company president Lars De Pauw clarifying that the assets are not considered orphaned. While the site remains out of service, there is an assigned owner responsible for future cleanup efforts. The OWA’s annual report highlights a significant increase in cleanup costs for orphan sites in Alberta, driven by recent insolvencies in the industry. De Pauw reassured that the necessary security measures are in place at the facility, downplaying the impact of the shutdown order compared to their other operations.
