A new agreement between Newfoundland and Labrador (N.L.) and Quebec regarding Churchill Falls is set to enhance energy production and distribution, with Quebec and N.L. each receiving a larger share of electricity compared to the previous memorandum of understanding (MOU). Sources have indicated that Quebec will get around 10,000 MW, while N.L. is set to receive between 2,350 MW and potentially up to 3,000 MW. This boost in electricity supply will come from the development of a more powerful hydroelectric facility at Gull Island and by increasing the generating capacity of turbines at the existing Churchill Falls plant. Additionally, the new deal will involve wind power, a component absent from the previous agreement.
Regarding the pricing of electricity sales, sources suggest that there won’t be significant changes. Minister Lela Evans, when asked about the possibility of a referendum on the new deal, shifted the focus to the government’s efforts in creating job opportunities and financial wealth for residents. Labrador City Mayor Jordan Brown emphasized the importance of the new deal in boosting electricity production and preventing potential economic downturns in the region.
The updated agreement guarantees transmission access of 985 megawatts through Quebec, enabling N.L. to sell Churchill River electricity through Quebec’s transmission network to other markets. Gabe Gregory, a consultant and accountant, highlighted the significance of this market access, although he stressed the need for an independent review of the new MOU. Friends of Renewable Churchill Energy chair Ben Oates noted similarities between the new and previous agreements, emphasizing the need for fair value for power generated. Concerns exist about the deal’s future due to an upcoming election in Quebec.
