“Misinformation Surge Spurs Migration to Ceuta”

Published on

In the days leading up to the recent significant influx of migrants into Europe, a brief Instagram video attracted 1.4 million views. The video depicted a young man partially submerged in water with a map tracing a sea route from Fnideq, Morocco, to Ceuta, a Spanish enclave. The account holder later indicated in comments that they had successfully arrived.

Numerous viral posts on platforms like Instagram and TikTok seemed to mobilize two waves of irregular migration from Morocco into Ceuta. The most recent attempt on August 15 resulted in multiple arrests.

These social media accounts are part of a broader online community focusing on migration-related culture, including music, memes, and imagery. Some of these accounts exploit the aspirations of predominantly African and Middle Eastern youth seeking better opportunities abroad.

There is a debate among governments and organizations regarding whether a single entity orchestrated the events in Ceuta or if migration was manipulated for geopolitical purposes. However, it is evident that misinformation, propagated by various online communities, played a significant role in driving the migration waves towards Ceuta.

CBC’s visual investigations team, in collaboration with Sebastian Vandermeersch of Bellingcat, identified multiple social media accounts, particularly on Instagram, that were active before the first wave on July 30. The surge in posts was triggered by misinformation suggesting that a Spanish court ruling would allow migrants to enter the country by sea. This misinformation led to over 72,000 people crossing the border on July 30, causing a political crisis.

While most of those who crossed in July have returned to Morocco, approximately 5,000 individuals remain in Ceuta, with some living on a beach with assistance from charities. Tragically, nearly 100 individuals lost their lives attempting the crossing.

The surge in social media activity over the past month underscored how misinformation and manipulation can have real-world consequences, especially when targeting vulnerable populations seeking better prospects abroad.

Several social media accounts directed followers to WhatsApp groups where they planned crossings and shared information on reaching Ceuta. Some accounts even offered guidance on crossing locations in their posts, further encouraging migration attempts.

Following the July 30 incident, Meta and TikTok agreed to fact-check posts to prevent criminal organizations from exploiting migrants. However, a new wave of posts emerged before August 15, prompting a fresh attempt to enter Spain. Some accounts promoting this new wave were the same ones involved in the previous crossing, with additional accounts created closer to August 15.

Reports from Morocco indicated a significant number of people moving towards the border on August 15. Both Moroccan and Spanish authorities were prepared this time, deploying thousands of police officers, resulting in the arrest of nearly 300 migrants.

The accounts that fueled these migration waves often reflected the disillusionment and desperation among young people in North Africa and beyond. By using aspirational imagery and language that romanticized migration, these accounts found an audience among individuals facing economic hardship and lack of opportunities in their home countries.

The messages shared on social media portrayed Europe as a place of hope and opportunity, enticing individuals to seek a better life through irregular migration. Despite the efforts of authorities to monitor and counter these messages, the allure of migration persists among many vulnerable populations.
