Alberta Finance Minister Cautious Amid $2B Surplus

Published on

Alberta’s finance minister has pledged to proceed with caution as the province experiences a significant turnaround in its budget due to soaring oil prices. Instead of the previously forecasted $9.4-billion deficit, Alberta is now expected to have a $2-billion surplus this year. Minister Jason Nixon emphasized the need to be prudent with this unexpected windfall, considering the potential impact of geopolitical factors on oil prices and trade tensions between the U.S. and Canada.

Nixon stated that the province would not view the surplus as a free pass for increased program spending but would focus on assisting businesses affected by tariffs and providing energy rebates to Albertans. The initial budget, based on an oil price of $60.50 US per barrel, was issued shortly before the conflict between the U.S. and Iran disrupted oil supply routes. With oil prices averaging around $88 US per barrel in recent months, Alberta’s energy royalties and tax revenues are set to see a substantial boost.

The revised surplus projection assumes a stabilization in global oil supply and a decrease in oil prices to an average of $73.50 US per barrel for the fiscal year. However, if oil prices remain high, Alberta could see additional billions added to its surplus. Despite the positive outlook, Nixon remains cautious, recognizing the volatile nature of Alberta’s budget, heavily reliant on oil prices.

The surge in oil prices has not only benefited the province’s revenues but has also led to increased gasoline and diesel prices, impacting residents’ affordability. While the government has not reduced the fuel tax, it has provided an energy rebate to alleviate the financial burden on Albertans. However, the application process for the rebate has faced challenges, resulting in lower-than-expected uptake.

Alberta’s fiscal picture for the 2025-2026 fiscal year has significantly improved, with the previously forecasted deficit of $4.1 billion now turning into a surplus. Despite the surplus forecast for the next fiscal year, Alberta faces constraints on directing funds towards debt repayment or the Heritage Savings Trust Fund due to existing financial obligations and accounting regulations.

The province’s taxpayer-supported debt has decreased to $94.8 billion, primarily attributed to the turnaround in oil prices. While the surplus outlook appears positive, economists caution that Alberta’s budget remains sensitive to oil price fluctuations, necessitating a conservative approach to avoid budget deficits in the future. Additionally, concerns have been raised about the impact of trade wars on Alberta’s economy and the need for diversification beyond oil revenues.

The opposition has called for increased support to address the cost of living challenges faced by Albertans, emphasizing the importance of utilizing the surplus for essential infrastructure projects and savings. NDP Leader Naheed Nenshi has urged the government to consider offering relief on the fuel tax and investing in critical public services to mitigate affordability concerns and enhance economic resilience.
