“Church Scandal: Bishop Orders Priest to Leave Parish Amid Misconduct Allegations”

The initial correspondence is dated March 31, 1970, revealing that Father Leonard Joseph Kelly was instructed to depart his parish promptly due to the bishop’s perception of no other viable solution.

The bishop, John Michael O’Neill, addressed Kelly in a letter urging immediate preparations to vacate Baie Verte permanently, citing a longstanding pattern of behavior that required urgent attention. While the bishop did not explicitly detail the priest’s transgressions, he alluded to a “problem” that was more deeply rooted than previously acknowledged.

Rather than involving authorities, the bishop directed Kelly to seek assistance at the Southdown Institute, a controversial therapy center near Toronto renowned for treating various issues among priests, spanning from alcoholism and depression to pedophilia for many years.

Recently unearthed letters from Kelly’s personnel file at the Roman Catholic Episcopal Corporation of Grand Falls have become central to a rare legal proceeding in central Newfoundland. The church’s insurance provider, Guardian Insurance, is pursuing a Norwich order to compel the Southdown Institute to disclose its records on Kelly’s admission in 1970.

Guardian suspects that these records might reveal the church’s prior knowledge of Kelly’s risk to children before the insurance policy was established in the 1980s. This information could potentially lead to legal action seeking to exclude coverage for Kelly’s misconduct during the policy period due to non-disclosure or misrepresentation.

The church is presently entangled in a lawsuit filed in 2022, accusing Kelly of sexual abuse in Gander. The plaintiff alleges enduring forced sexual acts by Kelly between 1977 and 1983, starting from the age of six. Kelly was also convicted of assaulting two 12-year-old boys in the mid-1980s, resulting in probation and subsequent imprisonment after an appeal.

Father Kelly, ordained in 1955, transitioned to various parishes before facing these serious allegations. The bishop’s decision to handle Kelly’s situation discreetly ultimately led to unforeseen repercussions, as evidenced by the ongoing legal actions and disclosures from the Southdown Institute.

In light of these developments, Guardian Insurance is actively pursuing disclosure of further information from the Southdown Institute and other entities involved in Kelly’s case to ascertain the extent of their knowledge and potential liabilities.
