Dawne Young, a former 911 dispatcher, has firsthand experience handling emergencies. Throughout her career, she fielded calls for assistance during various incidents, such as house fires and ongoing crimes. However, when the Bald Range wildfire erupted in Summerland, she felt the province could have been better prepared.

Young highlighted an issue she encountered when the wildfire started on August 7 – not all her family members received the emergency alert simultaneously. Despite standing close together, some received the alert while others did not, causing confusion.

After evacuating to a friend’s residence, Young attempted to register as an evacuee using an app. However, the verification process was only available during specific weekday hours, leading to delays. The following day, she managed to register online but was instructed to visit a reception center, contrary to her expectation of completing the process remotely.

Experiencing a series of phone calls, prolonged waits, and conflicting guidance, Young found the situation stressful and frustrating. She emphasized the necessity for immediate assistance during evacuations, rather than delayed responses.

Young advocated for increased investment in emergency management by the government, emphasizing the recurring threat of wildfires in the Okanagan region. She stressed the importance of readiness for both individuals and authorities in the face of escalating climate change impacts.

Premier David Eby acknowledged the existing flaws in the emergency support system but noted improvements compared to previous years. He committed to a comprehensive review of the response to the Bald Range wildfire, aiming to incorporate lessons learned for enhanced future responses.

Researchers, including Kathryn McConnell from the University of British Columbia, pointed out common challenges with emergency alert systems during wildfires. Issues such as communication network overload and limited access during power outages were highlighted, particularly in rural areas with unreliable cellular coverage.

McConnell suggested exploring alternative alert methods like analog sirens to complement digital alerts, citing successful implementation in other countries for fire and flood warnings. She emphasized the need for redundancy in emergency management systems to ensure operational continuity in case of failures in primary communication channels.
